Separate the first-year cost categories
Keep salary, recruitment fees, employment administration, equipment, systems and continuing support on separate lines. Add a cost only when a quote or internal plan supports it. Do not guess an employer burden to make one option look cheaper.
Use the same time period and capacity for both proposals. The purpose is to understand the models, not calculate a winner from incomplete figures.
